Posláním výuky tohoto předmětu je přiblížit v komplexním pohledu problematiku moderní veřejné správy v podmínkách demokratického právního státu, otázky efektivnosti organizační struktury a činností veřejné správy, a to v širším pohledu než je pohled teorie správního práva. Pozornost je mj. věnována rozhodovacím procesům ve veřejné správě, problematice pracovníků veřejné správy a státní služby, lidského činitele, etiky ve veřejné správě, informační politice a standardům ve veřejné správě, a základním otázkám a souvislostem reformy veřejné správy.
