Cíle předmětu
The course focuses on the introduction to the functioning of the European Union. The course covers the historical development of the European Communities and European Union, its institutions and Treaties, principle of supremacy of EC law, division of competences between European Union and Member States and the judicial system. The course focuses on selected forms of economic integration and four freedoms of the Internal market.

  • 1. Introduction to the historical development of the European Communities and European Union.
  • 2. Institutions of the EC.
  • 3. Scope of the EC Treaty. Supremacy of EC law. Principles of direct applicability and direct effects.
  • 4. General principles of law in EC law (structure, sources, hierarchy).
  • 5. The Secondary law of the European Union.
  • 6. Division of competences between European Union and member states.
  • 7. Judicial system of the EU I - general introduction. Direct actions before Union courts - infringements, review of legality, failure to act.
  • 8. Judicial system of the EU II. Preliminary ruling procedure.
  • 9. Forms of economic integration. Free trade area. Common market. Internal and single market. Customs union.
  • 10. Four freedoms of the internal market I. Free movement of people and goods.
  • 11. Four freedoms of the internal market II. Free movement of capital and services. Free movement of decisions.
  • 12. The Charter of Fundamental Rights of EU. External relations law, association agreements.
